Well I figured it would be done like any other gif. I set the camera up for continuous shots, stood in front of it, and threw 4 of the many shots into photoshop. Then cut out whatever objects you don't want moving (in this case my head and the clouds)

nice effort! the best cinegraphs i've seen though are really subtle. i'd like to see that with just the shirt moving in the wind,even just an area of the shirt moving,not the water though.
