My (chinese) buddy had it on for a while. I thought it was pretty funny. Its just a joke, laugh at yourself one day. It makes life way more relaxing.

All tyres with white raised lettering have white walls in the sidwall of the tyre. Chances are the raised white letters are on the inside of the tyre but after years of wear that's what happens.

I'm pretty sure the whitewall is showing due to very severe curbage...

If the tires is old enough that the outer layer is disintegrating, then the entire tire will do so.
