its so you can spin the back wheel up too 15000rpm while its in the air...then you kick the bike off the stand....jk...
its mostly for servicing the bike lubing chain, removing rear wheel etc.
and for track bikes side stands are allowed, so they all bascially use either just the rear stand or front and rear stands if you want tire warmers on etc.

No, if the bike is for racing and is race prepped, the kick stand must be taken off. If your doing track days then, yes, the kick stand can be left on.
