Since the team has declared bankruptcy, any sale has to be approved by the courts, and that usually means going to the highest bidder. Per MacKenzie's column linked above, a winning offer would have beat Balsillie's offer by $5M, which means Bruckheimer would have to bid at least $217.5M (assuming, of course, conditions of moving the team don't play into it).
One thing is for sure, it looks to be a real mess...

I cant see a team working in vegas
but all the legal issues with the situation will mean that IF...buchkeimer's wish of owning a team, which he himself, like Basillie have the financial firepower to run the team in those cities. The fact that Basillie's bid will only stand if he could move the team to southern ontario is what is causing the big mess. Bettman says the board of owners will not approve of Basillie, but Bettman's ego to have hockey work in southern US has clearly failed.
The only market that actually is working would be Dallas. Reason? not becuz the team has won a cup, but the team promotes organized hockey within the city, it creates a GENERATION of fans, and not your overnight fan who only supports the team in their first few years due to HYPE.
Southern Ontario is like..LA...there is enough support and MONEY in terms of media rights and sponserships. why? LA has TWO NBA teams playing in the Staples center. Toronto will work with two teams.
Again, this is Bettman's head up his ass, but do not forget, the last two attempts by Basillie to buy Nashville and Pittsburgh fell through, because he didnt apply for purchase properly and sorta just, threw a buncha money on table and went lets make a deal.

Bettman may fight this tooth and nail, but Balsillie is not an idiot either. I'm sure he has the money, the legal team, and advisors to wrestle an NHL franchise... if not from Phoenix, then from somewhere else. Bettman works for the owners, not the other way around, and if the owners have any sense, then they will approve the sale and Balsillie will be able to do what he wants.

Moving a team to a much more popular and higher revenue generating city ensures that teams pay LESS for revenue sharing.

So it goes to court. Do the NHL take control of the franchise first, or does the government sell to the highest bidder(atm, Basillie). So what happens when the government controls the rights to sell the team? Basillies conditional agreement to purchase is to relocate to Southern Ontario.
Say the sale is approved whether the league and board of governors like it or not, then what happens. Of course there will be owners that are not happy with the move. The leafs and the sabres franchise will be the first to make a comment due to the geography of the league. What about the geography of the entire league, does the team stay in the west or will there be restructuring there.

A failing team moving to a profitable market means more money for everyone - more to go into the escrow, and one less player looking for a piece of that pie. | For all we know, he may have made a half-dozen "proper" attempts and has only come up with the latest big-news attempts out of desperation or frustration. Kind of a, "Fuck you, Gary... you don't wanna do this, I'll make a big public splash and toss a shitload of money around so you REALLY look like a douchebag with the owners!"
One thing's for sure, it's pretty clear this latest offer was made with some behind-the-scenes finagling with Coyotes ownership - going chapter 11 takes a LOT of the decision-making out of the league's hands, AND does an end-run around the 8,000-year lease on the arena, as well as probably side-stepping a few other roadblocks. The timing of the declaration and Balsillie's offer is too cute to be coincidence.
