Who is giving the tickets? Is it the city or private company like ImPark?

It's a private company. I've seen them use a license plate scanner and drive around the mall with it. I don't remember the name though...

Someone here mentioned that they usually do rounds at different shopping malls (ie: Surrey Central then Oakridge and then back to Surrey). Apparently if you get scanned twice, you receive a parking ticket :(

If that's right in front of the kindergarten, then I think it's illegal to park. Or else everybody would just park there.

I'm pretty sure it's illegal, but if you get towed/ticketed, it can be disputed because there was no signage. I'd rather just park elsewhere and not have to worry about it, even if I have to walk a bit.

Then you don't have to pay at all.

I have roughly 1000$ in tickets from ImPark. They have nothing to gain if they tow you, so they keep ticketing you in hopes that at some point they will get the money from you.

They will also threaten you with collections and all, but they cannot do that. Since it's a private lot, it's like me ticketing you because you parked in my driveway in front of my garage, and then threaten you to send you to collection.

They have no enforcement. You haven't signed any document.

I also don't believe city can send you to collection either, but since they are city, they have a lot of other tools at their disposal, like getting ICBC to refuse renew your licence.
