I've been calling my sis for 2 days and all i got was this message. does it mean that her cell is off or shes out of the coutry or something else?

it means either her phone is off, or she is out of the reception range, and she doesn't have voicemail.
As for why....your guess is as good as mine...

thx for the replies....it turns out she was staying in her friend's basement for the nye. so i guess it was bad reception.
