get an L bracket and use it as reinforcement behind the lip,I can't really explain it properly
I'll take a picture in the light tomorrow and post it up to show you what I did to my lip

i think i get what u mean, and i really appreciate your help
I usually use some sort of sheet metal (you can buy galvanized sheets at Canadian Tire) and cut a piece that would get sandwiched between the lip and the bumper. Predrill some holes for the mounting holes and rivet the sheetmetal onto the lip. This provides a stronger backing, will keep the upper and lower part of the cracked area held tightly together, and will make it harder for the lip to flex outwards (which probably caused your problem last time). The only thing that would be visible is the rivet heads.
that's an easy fix. If I were you I would just take it off for the rest of the winter.
This is the reason I run bumperless during the winter... but I look like a moron with my re-barless front with a big IC . Oh well, better than paying $$$ every year to get it fixed.
