the mazdaspeed 6 had the same design, the chrome piece werent actually connected to the exhaust but is part of the bumper. and i believe the previous gen acura TL (not S) is like that too with their square looking chrome piece. but i might be wrong.

It is not disconnected because of vibrations. The tips were designed so at a certain speed, the bumper / tips act as a diffuser. This was disclosed by Lexus Japan a while ago. A lot of exotics actually have very similar designs with disconnected tips.
