| Proper way to call the SPCA on a neighbor
So its a problem with my neighbor, and pretty much the whole block has a problem with them.
They have an awesome german shep / retriever mix about 2 years old. Super friendly, understands pretty much no verbal commands, and is emotionally neglected.
No one is ever seen walking the dog, playing with the dog or interacting with the dog.
They feed her and thats it. She is rarely allowed inside , even when it was crazy cold last dec, and she is bored out of her skull.
The front yard is fenced, and she has dug huge holes in there that the owner is too lazy to fill.
In all , the SPCA has come 3 times, but each time they do nothing.
My other neighbors were the ones that called the SPCA and now im tempted to do it as well.
What powers do the SPCA have ? The dog is well fed, but honestly, what is the point of keeping a dog if you don't even play with it? It is useless as a guard dog because it never interacts with other dogs, rarely with humans, and will drop anything its doing if you give it food.
Advice ?

Have you tried talking to your neighbor? maybe play with it sometimes or something?

Check SPCA site and give them a call? But I don't think those are reasonable grounds for spca to take the dog away - unless you embellish the story a bit. http://www.spca.bc.ca/cruelty/default.asp
Maybe you could offer to walk the dog once a week?

Unfortunately as under Canadian law animals are property. If the dog is fed,watered and has some form of shelter (whether that be a house or a dog house outside) then the spca has no jurisdiction to take the dog. As long as an animal appears healthy and has no physical evidence of abuse/neglect they can not take an animal out of the home.
If the dog is off their property, having escaped from the holes it digs then the pound has the right to pick it up, but the owners have so many days to claim it.
It is sad, but ignoring a dog and neglecting it in the sense of just leaving it outside is not considered neglect.
You could always see if they would take you up on an offer to walk the dog. Then the dog gets out and so do you.

What if their is shit all over the place and the owners don't pick it up? That can't be healthy...Is that the case OP?

What about noisy ass dogs that bark at everything at all times of the day? Can the spca or someone do something about it...?

There must be multiple complaints by more then one complaintent . Also you need documented times of day that you heard the dog making noise. As the above poster remarked it would now be a city bylaw issue. Usually they will send out an SPCA representive to investigate though.

I have a dog and he barks and goes crazy whenever people or something come into my yard, that's what dogs usually do, they do it to scare people off and warn its owners of something around its property. Ive had the SPCA come to my house but i just tell them to F off and they cant do anything about it, they see my dog, they see that hes obviously being fed because of his size and has a great looking dog house (carpeted, heat lamp) and has water all the time, and then they leave. Its funny because the same people that call are the same people that come and thank me for my dog barking when someones trying to break into there shed.

My issue is whenever someone goes into their own backyard this dog barks. They only live in the backyard and I wake up to these dogs every morning before dawn breaks because they see a cat or something.
