Just wait until 3D printed guns become a common and readily available item to use. If it's a targeted hit there's a good chance they're close enough to only need 1 shot. If someone is worried of the barrel blowing after 1 use they can easily just make 3 or 4 single shot guns and then ditch them or burn them.

Who needs to import one when a 15 year old can get the plans online and print one in their parents house with no serial number attached to it.
