^ I'm 99% sure they know which gangs are behind this. But they just have to 'collect the evidence'. And even if they collect the evidence, it just points to the pawn. Like I wrote earlier, pawns are dispensable. Next one will come at the drop of a hat. Even if they have enough evidence to arrest the pawn, will he/she actually testify that I was ordered to do it by so and so crime boss? Or will he actually do the time in jail and earn his stripes that way, come out, and get street cred ... c'mon ... think about it.

In (the old) Hong Kong, (old) Macau, and even Singapore, if anything as serious as what we are seeing right now with the shootings were to happen, you can bet that the police will be out arresting the gang bosses' a$$s with charges that may or may not be related to the shootings.

Cop 100% knows who they are. I also feel cops are just as happy to let the gangs work shit out; but that's just me.
A gang member getting shot isn't the same as someone who's actively getting others and themselves infected. An anti-vaxxer who has COVID is competing for the same resource as those that have it through no fault of their own.
I don't know any gangsters that actively invite getting themselves to get shot.
I'm not saying that I approve of either and I have no sympathy either way.
These same gangsters that are going out to places that every regular day people also go to, which also happens to be where a lot of these shootings happen? Any one of us could be walking through the parking lot with their families when someone unloads a clip. Guys hanging out a window shooting bullets into traffic. Their shitty lifestyle puts everyone at risk.

I agree that their shitty lifestyle puts everyone at risk.
What I'm also saying is that actively spreading COVID and taking up the resource to combat it isn't the same as getting shot at for being a gangster.

I will admit, I'm not sure why the helicopter wasn't employed in the airport shooting, I have yet to get an answer for that one... but there's very clear reasons why they did not chase that vehicle running from the airport.
The birds are hangered at Langley and aren't always airborne. YVR airspace is incredibly busy and structured, depending on the active runway and time of day landing aircraft are stacked up for miles sequenced as far out as Chilliwack or further. Even if Air1 was airborne getting it to the airport, air traffic diverted for an emergency, and finding the fleeing vehicle with no ground unit following to provide updates..... it was never going to happen.
Given the recent surge in activity though I wouldn't be surprised to see it loitering consistently.

If you look back into Macau's history regarding Wan Kuok-koi, Wan was immediately arrested on a slew of charges after purportedly trying kill a high ranking officer in the Judiciary Police in a targeted car bombing. The charges laid against him were many and varied, and I don't think they were directly related to the car bombing attempted murder.
Singapore also has a history of abusing the law to arrest and jail opposition political figures and regular citizens stirring up dissent, but Singapore also has some pretty twisted legislations that can basically accuse people of "disrupting societal harmony". Then again, Singapore has always been an authoritarian state at heart with a fake democratic front, so semi-arbitrary arrests are much more easily done.
I am not advocating for drummed up charges here, but I'm just surprised that Canadian police doesn't have enough dirt to use on the gang leaders at times like now.

these guys already had failed shooting attempt on their lives in 2017 so they've accepted the risks, the police had to publicly shame them to warn those around them

If the convictions are high it will deter people, if people aren't even getting arrested for it, or convicted for it when they are arrested, ppl won't give a shit, same with covid violations ppl dgaf cuz almost no one is getting a ticket, and even less will be paying em that do get a ticket, and then those won't really care because the fine is nominal
