I don't know about this alert system., I got one alert in Nanaimo at 9:47 A.M. One customer got an alert around 12:10 another go the same alert 20 min later. Both alerts went off in the store.
It depends on your Device/carrier/LTE connection at the time. Some devices will not trigger the alert if you're on wifi as it'll shut off your LTE connection. Your device won't get the Alert trigger until connect back to LTE.
My iPhone is always on DND from 11pm-7am. Did not get the klaxxon sound, but it did vibrate. Even the 3pm alert was silent for me for some reason. *shrugs*

I got the alert just before crossing into the US, then after I crossed back into Canada, got two or three more. Nothing while I was down there, probably because I was on T-Mobile. Got text messages, though. Really annoying, especially when you're listening to a quiet passage in an orchestral recording. Of course, have to listen to classical music with the volume cranked up, lol.
Why would someone in Nanaimo (manic) get an alert that just took place in Langley? Amber alert I can understand. Anyway, it won't be long before nobody pays attention to these alerts.

Depends how the geofence region was set up for the alert.
Plus even in Nanaimo, you can ping off of Vancouver/Sunshine coast sites. Weak connections, but enough for the message to broadcast.

I assume there is more accountability since they aren’t for profit private entities like the states, but you get a bunch of societies worst people in the same room together I can’t imagine the outcome would vary all that much.

My Aunt has worked in Prisons since the 80's, I asked about this before and Canadian prisons aren't like anything you see in the movies.
Even one of my friends brothers got arrested in California on drug charges and spent two and a half years in jail down there, he wasn't getting raped and he was a pretty white boy lol.
Edit: Actually I'm thinking back to when I was a teenager (early 90s) visiting my dad's friend who was in there for life in a maximum security prison, my dad made me and my sister go with him and my mom every month. I remember one visit for some holiday I don't remember if it was Christmas or what but we're in this dining hall with all kind of murders and violent criminals and we're eating steak and provided with metal steak knives as are all the inmates. Even as a kid I thought this is kind of fucked up.

The butt rape in prisons is vastly overrated, that's all movie crap.
Getting physically assaulted, or having a solution of piping hot melted butter/sugar mix thrown in your face is more the kind of stuff you'd have to worry about (if you're in a gang, or in that life).
