now that you say that. if they really did use they're own car with real plates. they are royally fucked.
i work with image restoration as a side hobby but higher tech companies involved with law enforcement have some crazy fucking tools.
think government spy satellites taking images on ground level. it'll take images every few times & compare if there is any color change to the last taken photo like its own security camera "Detecting change"... who knows how many gigapixel's for a 800 million dollar project... let alone the computer power of nasa to clear things up if needed.
its not some CSI tv show bullshit. photoshop has a Shake reduction filter as minimal work. but ton of hobby software out there built on gpu power has "model" files that have being written to identify blur or "noisy" images to remove most of it than image sharpen closest to what it processes bit by bit of the whole entire thing & reworks it to save or move on to another enhancer.
you can't just say "oh the video/photo is heavily compressed & too pixeled"
