I'm sure it is.

classic cars get whole bunch of exemptions.
you don't have to have airbags, catalytic converters, etc...

Are you allowed to drive that on the highway?

Cuz i remember seeing a sign before merging on to Hwy 1 saying about vehicles on the highway must be able to do at least 60km/h or something like that.

Yep 15 year rule. The same rule as the people importing cars from Japan.

Also the model T was sold in Canada and was street legal when it was sold then.

Thing is... even for the classic title, there are some strings attached. But for a car that old, it can be classified as an antique car. In that case, you can apply for a vintage license plate, which basically omits almost every safety regulations required for it. The only condition is that it can't be your DD car.
