where to get police incident report (request from paypal)

Im in a middle of a dispute with a buyer with ebay and paypal. Paypal told me to get a police incident report

from paypal...

Contact your local police department and obtain a police/incident report.
The police/incident report should detail how one of the above scenarios
apply to you. This report should be on the law enforcement agencys
letterhead or stamped police documentation and clearly explain the details
of your issue. This documentation must include the department/officers
contact information, the reporting officer's name, badge number and
signature.


where can i obtain this document?

Sounds like you need to have the police create a file. You might be able to just call the non-emergency line and do it over the phone, or go into the detachment and talk to someone (I've done both in the past).
