Acura 3.2CL - ECM Problem

Any Honda/Acura tech's know if a ECM can be re-programmed.
Mine has been previously flashed at the dealer as a recall, but that was over a year ago. Now my ECM is not letting fuel out, reading at .01% at idle and even revving up to 3k. So it idles funny and has very little power due to lack of fuel.

Can this be re-flashed and done at the dealer or do I have to buy a new ECM?

what year cl? 2003 i assume.
as long as the ecm isn't toast, it can be reflashed as often as needed. Yes the dealership can do it. But are you sure that is the problem? If you're checking co, it really should be checked before the converter. the converter will hide what the engine is putting out. Typicaly, there should be around .5% roughly before the conveter.

I had a mechanic check it, he plugged in his reader and he said the fuel should fluctuate, but it didn't. Replaced both o2 sensors already. Yes its 2003 sorry.
