It's better to say what city rather than what country. Lots of us would move to
NY or Chicago but not bum-fuck alabama.
Cities I would live in for at least a year:
1) London
2) Hong Kong
3) Paris
4) New York
5) Boston
6) Chicago
7) Zurich
8) Munich
9) Southern California

Zhangfei - u mentioned philippines and dubai. ive lived in philippines before moving here and that country is tough to live life. Too much corruption.
Dubai is a flourishing country, no doubt, but u cannot be a citizen unless you were born there. you can only work there.

You could only live temporarily there as an ex-pat or on some other work visa. The Japanese aren't gonna give anyone who isn't ethnically Japanese citizenship. Hell, sometimes they won't take former citizens back after they've lived abroad and gained another citizenship.

Like Marco911 said above, it's tough to say by country. Some countries are just too large, like Canada, Russia, US, Australia. And some parts of the country you wouldn't wanna live in.
For cities:
1. Kula Lumpur
2. Paris
3. Madrid
4. Tokyo
5. Hong Kong
6. Rome
7. New York
8. Miami

I plan on a move to Tokyo in a while. Apart from Japan, the only other countries or cities I could live in long-term are London (most places in the UK) Paris, Munich, Zurich and Vienna. I wouldn't really enjoy myself in most Asian countries and I don't really like living in the US.
