Excessively loud music

Are there any laws/regulations regarding the sound level of music? I always thought that there was something about sound levels that you must be able to hear sirens from emergency vehicles or something... Can someone please correct me on this? -some kid 4 houses down blasts his music whenever he starts his car, it's so loud that I can hear the lyrics.

or

just call the cops on him

or

wait till hes deaf, cut his speaker wires, and watch him roll down the block nodding his head to nothing

Generally this sort of thing is dealt with under a municipal bylaw.
