If it is maybe it should be ammended since a lot of new cars come factory with them and theres really not much danger to them...

yeah i didnt know either $109 fine i wonder if its the same for the loud exhaust you see on almost all imports ?

It's illegal to modify your muffler and enlarge its opening. Simply adding a chrome tip IS NOT illegal.

If it is a fitting that simply fits over the stock exhaust tip and the ENTIRE original muffler and opening is still attached it is legal.
