It does depend on where you live, but in Prince George, people who are relatively well off and have money don't care about who they hang out with. As mentioned, wealth is a state of mind, rich is not. Wealthy people don't care about who they hang out with, be it poor, rich, wealthy, whatever. They can portray themselves as wealthy or rich but do not care about the economic status of those who surround them.
Rich people in Vancouver only want to hang out with other rich people because they are afraid of being around people who are not rich. Those people are trapped in that level of being "rich" and will never enter into the wealthy state of mind.
Rich people may be well off, may portray themselves as being well off or rich, but considerably do not measure at all to those who are wealthy.
One who is both wealthy and rich, would be someone who portrays themselves with rich, expensive, clothing, but keep in to a minimum, while not caring about who they socialize with.
Wealthy people understand efficiency and costs, and live lavishly. Rich people may pretend to, or do live comfortably, however is lesser than those who are wealthy.
