being consistently able to do whatever you want without worrying about the financial consequences after
such as: buying a nice car without worrying about premium gas / higher insurance; taking weekend trips without burning a hole in your wallet / christmas shopping without the headache after new years etc etc.

It does depend on where you live, but in Prince George, people who are relatively well off and have money don't care about who they hang out with. As mentioned, wealth is a state of mind, rich is not. Wealthy people don't care about who they hang out with, be it poor, rich, wealthy, whatever. They can portray themselves as wealthy or rich but do not care about the economic status of those who surround them.
Rich people in Vancouver only want to hang out with other rich people because they are afraid of being around people who are not rich. Those people are trapped in that level of being "rich" and will never enter into the wealthy state of mind.
Rich people may be well off, may portray themselves as being well off or rich, but considerably do not measure at all to those who are wealthy.
One who is both wealthy and rich, would be someone who portrays themselves with rich, expensive, clothing, but keep in to a minimum, while not caring about who they socialize with.
Wealthy people understand efficiency and costs, and live lavishly. Rich people may pretend to, or do live comfortably, however is lesser than those who are wealthy.

Note:
Wealthy white people who CAN dress, drive, live multiple times more than asian people, but don't show it off. Instead they drive low-key cars, and take vacations every 2 months. Wealthy people appreciate what they have, understand what they have, and do what they want.
Rich chinese people who have to wear the latest clothes in fashion and drive the newest benz or beamers, but have no real taste for it. Except for the fact that it's price tag is ~$60-70,000
