Similarly, you could also ask certain cat rescues like VOKRA to see if they could add your listing to their list of adoptable cats while the cat is still under your care. You would be acting as the foster home. Many rescues would be happy to do this because at least you're not surrendering your pet to them while they are so full.
I'm not familiar with CARES, but based on what Lil Bastrd has said, I believe it's the same idea.

If you are at all concerned about shedding, I would not consider a cat. I know many pet owners giving up their cats for this very reason, so best to know what you're dealing with beforehand to avoid rehoming the cat again. Cats are known to shed quite a bit. This doesn't bug me though, as it's easily vacuumed up, but there is a saying amongst cat owners - "Cat hair is a condiment."
