Yes, that is possible. It definitely is not a speed event when it is on pavement. The route times are calculated based on an average speed of posted less 10% ... so if the whole route was in a 50kph zone, your average would be 45kph. The skill and art comes into having a good co-driver who makes sure that the driver is at the right place at the right time ... not as easy as it sounds. And average speed goes out the window when a mistake is made. Also, some routes can have the average speed spread out over a lengthy stretch of windy road; then the route master places a (hidden) check point some where around a hair pin or some such feature ... try maintaining your average speed then.
