Are all the plates currently at GS? or is it still possible to get random plates like FD2 and AP2.

you know how many FK8 custom plates there can be? One.
You know how many variations of FK8 ## X there are? (10 x 10 x 26) = 2600
Plus you don't have to pay a custom plate fee if you get a normal plate. And I think it's cooler finding a normal plate with your chassis code, than making a custom plate.

I'd love to find the plate that has my chassis code but there will only be one plate so it seems unlikely I'll find it. ST185H means I can't get it as a custom plate either.

It's not "rare" because anyone could've "bought" it. However, with the regular plates, even a rich person won't be able to get it if he's not lucky. This is adds to the charm and exclusivity of getting a regular plate with your desired combination.
