depends on what your requirements are for "best platform"
If you go by most used, you can't beat the iPhone. I believe BB is the second most used at the moment.
Based on your requirements, you didn't mention anything that requires a smartphone. Will you have a data plan? If not, maybe consider a "dumb phone", or "messaging phone" and a GPS unit separately. All smartphones these days are designed to be used with a Data Plan. Without a dataplan, none of the "selling points" of each platform will apply to you.
Android is great, but be aware, that it's still a work in progress. It's constantly being updated. Within a year, there have been many numerous major releases: 1.5, 1.6, 2.0, 2.1. The updates depend on the carrier/manufacturer. You might get updated, you might not. Something to consider, as the platform itself will be supported for years to come, but your phone might not receive any of the updates (unless you root the phone)
Winmo needs an update badly, which Windows Mobile 7 is promising (Q3/Q4, 2010?). I really liked my old Winmo as a business only device, but there is no denying that it's a slow, un-streamlined, ugly & aging platform. However, the ability to customize things is endless. If you don't like something, you're sure to find an alternative or a way to modify it to your liking. Manufacturers like HTC and Samsung have extended the life of Winmo 6.x by releasing the custom UIs. If it weren't for them (and the XDA Developers community), Winmo would be in worse shape.
You also can't beat the Outlook integration of Windows Mobile - There is virtually nothing you can't do on Outlook, that you can't do on your device. (great for corporate users)
I won't bother mentioning anything about iPhone or BB, as I assume you have used them before (since you said you don't want one)
