Unlocking Bell Samsung Impact?

So, I don't know much about phones but I was wondering if it was possible to unlock a Bell Samsung Impact (T746)

I called a bunch of places cause I don't mind paying for it, and everyone says it can't be done. But doing a google search says it can be done if I email m IMEI,etc,etc.

So I'm lost here, anyone know if I can do it anywhere locally?

It's a CDMA phone, so there's no SIM card slot. I'm not the most knowledgeable, but unless you're going to use it on say Telus, there's no real point?
