because Audi was the first luxury manufacture smart enough to have plants in China. The chinese governments mainly buys domestic made cars. Same with government owned corporations. It's policy.

I surely don't want my tax money going towards buying the cops brand new Beemers. The need for new and powerful cars to chase I understand, but they surely don't need a 5 Series.
