2002 Camry traction control

A friend's car (2002 Camry V6 SE) has the Traction control off/VSC off displayed on his cluster. The traction control button below the steering wheel seems to be stuck or broken. You can press it in but it just pops back out to where it was before but is this normal? I figured a button like this would pop out when pushed once and would stay depressed when you press it again (hope this makes sense...).

If it's supposed to pop out, I'm going to take apart the switch and see what's causing it to stay in the same position but I don't want to take apart stuff if unnecessary.

On the other hand, if this is normal, can some one be kind enough to tell me how to turn traction control/vsc back on? The car is missing the owner's manual and pressing the button does nothing so I'm not sure if there's a certain way to do it .

Button pops back out its a momentary switch so it stays in the same position but changes the operation of whatever that button controls.

If it constantly says VSC off then something else is wrong, which won't allow the Traction control to work properly. Is any other lights on?

No other lights. It's been like that since he bought the car a year or 2 ago.

The thing that bothers me is that this is the only button in the car that seems to be flush with the switch case (it can be pressed in a bit, but doesn't move that much) which is why I was wondering if its supposed to pop out more.
