Steps in a Contract Take Over?

I'm trying to get rid of my phoneline and to avoid ECF I've found someone to take over my phone line.

What are the steps required to actually do this?

Rogers' website is pretty vague offering me this tidbit.

Quote:
What is needed to transfer my wireless account to someone else?
A Transfer of Responsibility is the process used to change the ownership of one or more wireless numbers for an existing or new customer. Before proceeding with the Transfer, the following requirements must be met:
The account must be in good standing with no past due balances
The account holder must authorize this request by calling into Customer Care (Wireless 1-877-764-3772). It's recommended to have the new customer (taking over the line) available, so that they can be contacted on the same call.
The new customer will be informed of the credit check requirement and the price plan tenure, terms and conditions will be explained.
I'm thinking if I authorize it and do it in a store it should be OK?

Edit: Nevermind.

If the other party already has an account, they can instantly take over.
If they do not, they will perform a credit check.

All they have to do is call in and if they pass the check, the line is theirs.
