if today a stock car comes 100 DB from the factory, the cops will say PASS, if today a guy mods his car to 94db the cops gonna anal him. basically anything stock, you get a green go ahead no matter how ridiculously it is.

The issue isn't noise so much as it is the whole riser / racer stigma. Loud Sport compacts and bikes tend to be owned by younger guys who tend to goof around on the streets. It's BS profiling as far as I'm concerned.
There should just be a legal noise limit regardless of engine power size or exhaust size. Exhaust restrictions beyond noise should be handled by emissions compliance and testing.
Real regulation thats easy to implement and it puts the onus on the manufacturers and their engineers to make sure shit is legit.
Having a sliding scale based on engine output and size is as stupid as having a sliding scale for speed limits.

i have an off road H + flowmasters and its stupid loud between 2500-5000 RPM but if i lug it below 2000 it's muffled and barely noticed
