technically yes, but he would have to clear waivers due to some stupid waiver rule dealing with players coming from another league. so basically he would just get claimed by another team

But if nobody claims him, then the islanders can trade him.

there arent a huge market for #1 goalies right now anyways.
the flames should just trade kipper to the caps for neuwirth + prospect for kipper rehger.
