Apple is selling it unlocked while any carriers selling it will be locked.

so can i just walk into any rogers store and get it on the release date granted that its in stock? or are there only specific stores that have it?

I can almost garauntee you that the phone will be sold out unless you go early/line up b4 the stores open

carrier versions are going to be locked, and only purchased on contract

meh.. i'll probably sign another minimum priced plan and get one and flip it on ebay ~ i still have $1500+ credit on my account lol.. worse case is i'll cancel the contract.. and short 500 credit :( at least i can do it 3x :D

Are they gonna only sellt he iphone4 to new customers that will sign a 3yr contract or customers that will buy the phone at fullprice? I remember last year for the 3gs, because of high demands they didn't let certain customers get a hardware upgrade.

well most stores will only sell the new iphones to the people that are looking to flip to another company since they get the more commission on that rather than upgrading you ($2-$5 dollar commission). The sad thing is people are willing to do anything in order to get themselves into an iphone
