It's probably someone from inside Alexandria after the wall falls and the walkers come in. This whole season has been about different storylines happening at the same time so I think its probable.

Also, if you watch the promo or the sneak peek for next week's episode, you see that Eugene was standing somewhere by himself probably shocked. Then he found a walkie talkie on the ground and picked it up asking for help when he heard Daryl from the walkie talkie

As much as I enjoyed this half season, they're really stretching it. It's becoming Dragonball Z...18 episodes to charge a spirit bomb and then everyone is just alive after.
I get why they're doing it, though...they're catching up to the source material real quick.
