2000 Golf Windshield Wipers

One of my friend has a 2000 golf , and last night her wipers stopped working in the heavy rain. today she bought new wipers and still not working. Apparently its not the fuses. what else could be wrong?

It could be the actual motor on the wiper arms.

spray rain-x all over the windshield and tell her she must drive 80+ km/h at all times to maintain visibility
