Something that specific, highly unlikely you'll be able to find it locally. Even if you do, it'll definitely be at a huge mark up. I think if you really need to get this, you're going to have to ship it to Blaine or Point Roberts to pick up.

Canadian Tire has a small liquid pump that hooks to a drill for $15, if you don't have a drill maybe rig up a little handle to crank it.

So far the only one I've seen was at the dollar store in poco on Shaughnessy (near the waves). I would check Canadian Tire though, they normally have shit loads.
