The city doesn't care who does it.. if you don't do it, they just give you a citation.. then everyone at the house is in trouble. If someone fell and sue well everyone will have to find lawyers.. BTW it is the occupants' responsibility not the landlord's.
It is your responsibility to figure out who is responsible to do chores. eg The city doesn't care who pays the city tax as long as someone pays it.
I'm asking as a landlord myself. Just trying to figure out how to convey the responsibilities to the tenant. The tenant on the main floor have entrances in the front and back of the house, the tenant in the basement have entrance only at the back. It would seem it would make more sense to ask the tenant on the main floor to clear the sidewalk, but I'm not sure if they're happy that they are the only one asked to do it.

I would let them both know that it is all of their responsibilities to clear the walkways, then it's up to them to tag team or take turns or rock-paper-scissors, whatever. IMO if you specifically delegate one person to do it, then it's all on you if they get upset. If you tell both of them, then they have to decide between each other. They are cool with each other, right?

adding to what cone275 said.
Tell both tenants it's their responsibility and not the landlords (assuming you don't live there). That way, if there's issues with the city or someone else, you can blame both tenants instead of just 1
And just because the downstairs tenant's entrance is in the back, doesn't mean they don't use the sidewalk.
Did anyone see on Global News how most of the Shaughnessy area sidewalks are still not shovelled and when they interviewed the homeowners they were young Asians and most had stupid excuses lol

Whomever lives near me is lucky. I shovel the alley too haha. My car is low with a front lip, can't make it through if the snow on the median is too high, so I just shovel everything in the alley out of the way =P
LOL both the men and women said "is too icy to shovel: WELL THAT COZ YOU LEFT IT FOR DAYS! If you shovel it within a few hours or even a day it wouldn't be so icy. They are just lazy. Since the gov won't actually fine then what can you do? Maybe the RS crew should go to their house and fell on their sidewalks. I am sure we all could sue them for some money.

Just dump water all over their backyard walkways. Guaranteed these people just do the walk from their backdoor to their car and don't even walk in the front.
Honestly CoV is so worried about empty houses? Go rent the Google Streetview camera, drive around the city and see who has snow piled up miles high.. then you can narrow down which house is empty..
None of this stupid passive agressive self reporting or snitching on neighbours bs.
It is not the fault of Mr Robertson per se, but leadership sets the tone of the administration (guess why people are afraid of Donald Trump becomes the President of the US?).. in the end the bucks stops with him. I am glad the election is happening soon.
And yes it won't catch empty condos/ town hosues but those are in good supply (and maybe a bubble) anyways.
Wow. People in this city continue to amaze me. Bike path is clear...well...walk on the bike path? Maybe learn to share the path instead of bitching about the city not doing duplicate work clearing TWO paths going to the same place.
