Just had an interesting debate about this with someone who is a transit driver.

They've been drinking from the company Kool-aid as they repeated the same things.

I also think the bus driver's union is very strong and they drivers have the right not to drive if they feel it is unsafe. So why spend money on snow tires when the drivers are going to park the buses cause they feel it is unsafe. Of course no union driver will admit to that.

Beetles are rwd but there is no weight over the front wheels. It will climb a hill no problem, but turning is almost impossbile as it would plow forward with the wheel cranked. I would slow down, turn the wheel, and then get the rear wheels spinning into a fishtail in order to make the turn - effectively a controlled drift.

Most rwd vehicles are decent in the snow if you load up the rear with sandbags or anything heavy.

True, scheduling a full fleet tire swap twice a year would be an increase in labour. The initial cost of buying a full second set of tires for each bus would slowly be recovered in the need to not replace the 'summer' tires as often. Not sure how many years one expects to get out of a commercial winter tire, so they may not last as long as the equivalent commercial "all season" tire.
Kinda interesting. Did a quick google search on snow tires for buses and a bunch of news articles popped up from other cities.

No city uses snow tires on their buses, not even Montreal, Toronto or NYC.

Montreal has a crew and tire tread cutting machine to cut deeper grooves in their tires to help with the snow.

They claim no one makes snow tires for the buses.

NYC uses chains on their buses when it gets really bad.

Someone tried snow tires and they last 20,000 km's before needed to be replaced.

Calgary inspects their bus tires every 10,000 kms and replaces them when they hit 5/32 tread.

Definitely a lot of mixed info with a bunch of horse crap added in.

Buses should use these here.
Yep, that's an option for fire trucks. Works well up to about 30km/h, can't go faster than that though. Not perfect but since fire trucks have to get places in bad weather it's great to have when needed.

whistler (and i'm sure the rest of the province) has zero problems driving buses in the snow...sounds like another BS vancouver mindset problem
