Yes it looks like he can do some real damage when he goes back at old events. When he yelled father and Ned turned around but could not see Bran.

It looks like Bran wont be able to "fix" anything though if he wanted.

Lets say he goes back to stop the mad king from being mad but when he goes to that event he realized he is the one who turned him mad by his whispers. Basically Bran wont be able to change anything in his past, in fact, when he tries to fix it they play out like they have because of his involvement.

I think once you do time travelling, everything either get paradoxical or predetermined tho. (e.g. bran fucked up and let the NK touch him is all predetermined, otherwise hodor wouldn't have to hold the door and past hodor wouldn't turn into hodor and ends up with bran in the cave...etc)
