Range Rover
 
Other then MCL who else would service a Range Rover? and does anyone if daytime running lights in a 2003 model is a computer programmable feature?

Try Silk Cat in North Vancouver. They specialize in Land/Range Rovers. dangonay (Curtis) may or may not work there anymore.

What kind of service? A Rover is still a motor vehicle with four wheels, an internal combustion engine with electronic fuel injection and disk brakes. Not from the land of OZ where only a tech that followed the yellow brick road is qualified to work on it.
If the DRL were programmable by the ECU it would be possible to turn them off or on but in Canada it would be illegal to disable them in such a fashion. Now again hypothetically if it were possible, then you take it to the US and they could do it as DRL's are not mandatory there so it's not illegal to disable or enable them.
I've been through this with Dodge on there Rams.

My guess is he's trying to import a US car and has to activate DRL to pass a federal and provincial inspection.
