You don't own any of the sidewalk, the city does. It sounds like it was only a one time thing tho, not happening every day so is it really that big of a deal?
Sorry I'm not understanding your question. It sounds like your asking about how much of the sidewalk an owner owns yet there's mention of parking issues. Or is there 2 issues here?
In terms of the actual sidewalk the City owns it plain and simple. Owners do not own sidewalks nor do they own boulevards.

Street parking is first come first serve for people living on the street.

Now if the neighbour has four cars as mine does (renters), it can get really annoying because there isn't enough parking. Though, we've calmly talked to our neighbours and told them we would appreciate it if they didn't park right in front of our house. This is just a simple courtesy. They don't have to accommodate our requests, but they do.
Just be friendly about it and usually they understand. I know how annoying it is when the spot infront of your house is taken. But, that's just how it rolls sometimes.
And I wouldn't mind parking three houses down, but I don't like to park in front of other peoples houses as I know how annoying it can be.
Sounds like if he's your neighbour your SOL'd. Whats the big deal about you parking down 3 houses? Are you handicapped or have any disabilities? If not, suck it up. He's ONLY done it three times. Imagine people living downtown. Park 3 fucking blocks sometimes.
If you can't stand it, maybe you should move into a house with your own driveway then you don't have to share with anybody.

You actually dont own the first 5 ft of your lawn either from the sidewalk / curb. The first 5 feet is the property of the city, hence the street lamps

you don't own the sidewalk. It's just common curtosy that you not park in front of a neighbours house/lawn. Now if theres a special accasion/ party at someones house, i don't mind if someone parks in front of my house. Hell, i don't mind if i have to walk a fucking block to my house. It's only for one night and i would expect my neighbours to let me do the same...
People park in front of my house every single day. I haven't been able to park there more then two or three times since Christmas. It used to bug me but whatever, first come first serve. Where I live after 3 days you can call the city and they'll come out and chaulk the tires. If they don't move within 72 hours of that they get towed. I have had cars towed in the past out of spite.
