I don't think they are making an example of Torres for other players. This suspension is purely to send a message to Raffi and to Raffi only (rightly or wrongly).
The same hit by another player who doesn't have a rap sheet as long as Raffi or Cooke will get the usual one or two games suspension (or $2500 fine if you're a star like Weber).

25 gms doesn't establish new standard. Next player who delivers leaping hit to the head may only get 2-3 games. This is a message to Torres.

Can't compare Torres history to D.Keith's, but Keith's elbow on D.Sedin was as bad or worse. Conclusion: Torres rap sheet = 25 games. #TSN
I can understand that they want to send a message to Raffi to let him know he can't continue to make these hits, but I don't get how they go from 2-game suspension to 25-game suspension....doesn't make sense.......and I say that because I'm pretty sure the last time Torres made a similar hit in which he left his feet and targeted the head, he only got 2 games.........His suspensions should be increasing gradually...not 2 games to 25...
Shanahan states that Torres is a repeat offender, doing something very similar to this 9 months ago, and that he has done something in the last 3 games straight in which he has targetted somebody's head....he states that he was warned just before the game....and all Torres gets is a 2-game suspension.....now all of a sudden, they decide to jump to 25?? Idiots...
Does everyone remember during the Olympics, when Ryan Kesler was the enemy? And how he claimed to hate Canada?
“Ryan Kesler calmly spit out the words and, a few minutes later, tried to grab them back. Well, sort of.
“I hate them,” said the American winger of Team Canada, the two teams meeting Sunday night in their final preliminary-round game of the Olympic hockey tournament.” (Full link HERE)
At the time, some fans got upset at Ryan, wondering how he could hate a country he made his living in. Most people, however, assumed it was just gamesmanship. When you’re playing in one of the biggest games of your life, you don’t want to look across the ice and see your friends, you want to look across and see the enemy. When you’re flying into the corners at high speeds, you don’t want to be thinking “Oh shoot, that guy is my car pool ride” you want to be thinking “I wonder how much he likes the taste of my elbow.”
But what if Ryan Kesler was saying this during the playoffs when his allegiance to his country was not on the line? What if Ryan Kesler was found out saying that he still hates Canada? What if Ryan Kesler gave an interview to Mike Dunsmore of FOX Sports Radio after game four stating that American fans are better than Canadian fans? FOX Sports sent the following to the Vancouver media and here is what Ryan had to say:
“I’m an American, and I like playing in the States. The fans in Canada are great but this is where the real hockey fans are in my opinion. I love the States and this will always be home for me.”
”I can’t say enough about playing in the States. We’ll go back to Canada, I’m sure the crowd won’t be as good there, but hopefully we’ll get back to L.A. where the real crowd is. Growing up in Michigan, I love playing in the States.”
