iCloud is apparently being "reset" on Sept 22nd as developers are advised not to rely on iCloud data being there after this date.

Hopefully iOS 5 will be available shortly thereafter (maybe for iPhone 4 users) before the actual iPhone 5 launch. This would make sense so servers don't have to handle iPhone 4 upgrades and iPhone 5 new users all at the same time.
