need help to pass aircare

car is a 92 eg with b16a with chipped p28 ecu
failed on hc and co, readings on gas analyzer was off the chart.
new:
engine oil
spark plugs
wires
dizzy cap/rotor
tried 2 brand new ntk o2sensor
also put brand new bosal cat.
new ect

here's the interesting part i went and test the o2s signal from ecu and found out that ecu wasnt switching the signal it was stuck on rich side (1+v).seems to me it ecu was at fault, so i tried another stock p28 ecu and stock jdm p30 ecu, right on the bat im still getting the same signal.

from this point i dont think i have a problem with ecu, i just dont understand why was the signal never change.

so if anyone here have any clue how to solve this please let me know.

any input will be much appreciated

bad/shorted wire somewhere maybe?

glove your an idoit, i argee it sounds like a wire is shorted to ground or power, check to so if the is continuity from the o2 sensor to the ecu disconnect from both sides and check ohms then check to see if the is continuity from those wires to ground with both diconnected if so you have a short
