The whole thing says, in so many words...Police can disobey the Act/Regs in the course of their duties....IF they do so safely. If it is determined that it was not a requirement of their duties, then they are accountable in Service Court, Civil, Provincial and Federal. In short, they will be hung out to dry in many more ways that the public if a problem results from their driving. You get situations where Police are held accountable if they don't shut down a pursuit because of danger to the public...and on the other hand they are held accountable if they DO shut it down because they are "no longer warning the public". Both of these contradictory decisions were made after the fact, here in BC. You are dammed if you pursue and you are dammed if you do not. Break the law without justification and you better get ready for a Mr Lahey and Randy-sized S**t Storm.
