I was in a similair situation years ago. A car in front of me ran a red light in rush hour and hit a car and took off. Nobody around did anything so I decided to see if I can get a plate number by catching up to this car (when the light turned green) but it was long gone so I just went on with my business. Then 3 months later I get a letter in the mail saying to bring my car in as it was reported being involved in an accident. I told them my story and they wanted to know why I didn't stay behind to be a witness. I said they were so many witnesses walking and driving since it was rush hour so my story is going to be the same as everyone else but if I did get a plate number, I would return with the info. They took a long look at my car and I never heard back from ICBC again.
