Yes, but he said its the alarm problem and that he can't do anything about it. And its a hassle to arrange another meeting. Figured it would be easier for me to trouble shoot it myself.

If your alarm is using the tel line to dial a monitoring station, then I would suggest you don't trouble shoot it yourself and have them come out to correct.

From experience, the telco always blames the alarm company for their own shortcomings. If it was working fine before the telco technician came to do whatever and it stopped working after, doesn't take a genius to figure out who most likely messed it up. On the rare occasion, the dialer relay on the alarm board may be sticky, and won't release the line. Anotjer potential fault is the 8 pin jack that the telephone lines goes into before feeding into your alarm panel that can go bad as well. The most likely fault has to do with a bad wiring job by whoever touched the lines last

The last couple days I've had the strangest problem I've ever faced, for some reason my work PC cannot connect to Toshiba.ca. Other devices on the same network can get through, I've tried 2 browsers, refreshed the IP, cleared the cache and dns, checked the host file, tried pinging it, checked the registry, and did a system restore to a date when the site was working, and still no dice. Anyone have any other ideas?

Update on the telephone jack issue I was having. After the line goes to the alarm panel then back to the main panel, it split off into a number of directions for multiple Jacks. One line shorted so all of them stopped working, except the direct one to the alarm panel. Identified which was shorted and disconnected that one, luckily it was for one we never use, so I didn't need to replace that wire.
