Was it not randomly packaged back then?
I collected cards in 90s and there was no guaranteed for anything, didn't matter how many packs I bought. I remember having many many shoe boxes full of worthless scrub cards...

100% packed random. But out of 10000 cards you should get a few. Also heritage auctions is a scam. They are the ones behind the graded unopened video game scam and the whole short lived unopened VHS tape craze.
I have a Pavel Bure rookie card. How much is that worth these days? Must be a few grand by now right? right????
I have a bunch of old cards I was given in the early 90's that I should check the value on somehow. Most of them are probably pretty much worthless but there might be a gem in there given they're all 25+ years old now so I don't want to just toss them.

Yep. 90’s cards are worthless. I just started collecting again. What a rabbit hole it is now compared to the good old days.
I had to spend a small fortune to be able to buy boxes to hopefully land a Bedard. You can’t just walk into a store unless you want to pay a premium vs. Investing in previous seasons to get in on ground level pricing.
That said, my son really enjoys spending the time ripping packs open looking for special cards so that helps me feel it is money well spent.
