I just built a new computer and was wondering what idle temps people are getting locally (ambient temperature).
CPU: i4790k
Motherboard: Asus Z87-A
Cooler: Hyper EVO (one fan pull)
Case: Fractal R4 (one intake one exhaust)
Idle: 37-38C
Is this considered acceptable range for the cooler?

Yeah, that's about the same as my 4790K with a CM Nepton 240M (although I have it at 1.12v/4.2GHz)
But in the grand scheme of things, idle temperatures are not as important as load. Use Prime95 26.6 and post your temperatures. You'll want something around 80 and under.

It'd be okay at around 250. Good deal at $200. $300 would skip.
That's my personal opinion.
If you want to play CS:GO and Netflix, I would personally just do a build around the G3258 and upgrade it down the road if needed.

edit: im not getting a dual core g3258 lol. been using a dual core for way way too long. never again. cs go is way too cpu dependant , dual core isnt enough

G3258 @ 4.0GHz (the standard OC achievable on most) is more than enough for CS:GO.. trust me.
I'll give a part list for $350 in a bit.
EDIT: For $350, you can't beat this - http://ca.pcpartpicker.com/p/wk2KTW
The SSD is $80 because of my shameless plug as I'm selling it on the B&S
The package you linked earlier would be worth it at $250, but I'd be slightly hesitant buying hardware that's four years old

You're correct that the i5-2500K is going to beat the G3258 in raw performance, but considering you're just going to be playing CS:GO and Netflix, I just wouldn't recommend investing into a Z68/SB platform at this stage in its life.
I guess at $250 it's worth the thought, but at $300, meh. I'd personally rather get something more current with a better upgrade path down the road.
$350 gets you a G3258, a B85M motherboard, 8GB DDR3, an aftermarket heatsink, and an SSD. Down the road, all you need to do is slap in a better CPU since you can reuse every other part.
But if the 2500K or the motherboard dies, you're going to have to have to replace it with another randomly used part. Sandy Bridge is three generations old and LGA1155 motherboards are almost completely phased out from retailers.
The G3258 is no pushover either when overclocked. I pushed mine to 4.5GHz and it had the same single thread performance as an i7-4790K!
As my 2c, I would just suggest you think about it a bit more thoroughly.

| Wow, Samsung's New 16 Terabyte SSD Is the World's Largest Hard Drive
Samsungs 16TB SSD
Gone are the days when you have to sacrifice size for speed with an SSD drive in your laptop. At the Flash Memory Summit in California, Samsung just revealed a new 2.5-inch SSD drive with an incredible 16 terabytes of storage. It’s not only the world’s largest SSD—it’s actually now the world’s largest hard drive, period.
So how on Earth did Samsung pull off a such an incredible feat? Inside the PM1633a SSD you’ll find stacks and stacks of the company’s latest and greatest 256Gbit NAND flash dies, which are twice the capacity of the 128Gbit NAND flash dies currently in use. According to Ars Technica’s calculations, there should be somewhere around 480 to 500 of the dies inside Samsung’s new SSD. Which is even more impressive given it still fits inside a 2.5-inch housing, although it’s probably a lot taller than most.
The answer to the million dollar question about the new 16TB SSD—how much does it cost?—is thankfully not a million dollars. However, the first units will probably sell in the range of $5,000 to $7,000 and will be targeted for use in servers and other enterprise applications. But over time, as with all technology, the massive SSDs will certainly drop in price and trickle down to consumers—just in time for our storage demands spiking thanks to 4K movie downloads.

If I just need a desktop for word processing and surfing the web, am I better off just buying it prebuilt? If so, any brand I should go for or avoid?
edit:
What I mean by better off is cost vs performance. Say for example, I may get better performance if I build it myself, but it may end up costing more, and if I can't make use of what the computer is capable of, it feels like I've wasted money on it.

You will not be able to build a comp that cheap. It's a refurb but I picked up a computer from them last week (different model) and the quality was great.

They have a great reputation because they are cheap and do well in quick tests that most hardware sites and forum posters do
