If money is tight, why a Z-board? They are not gaming or overclocking. Why use a SSD and not a regular hard drive? These are Grade 3 and 5 kids. Your build is more like a budget gaming build than a "school and web browsing" build.
I would suggest a refurbished PC, it would be as good for cheaper, and includes a legit copy of Windows. For example:

A GTX 1060, 16GB and an m.2 SSD for school work and YouTube seems like massive overkill to me. I mean I game with a second hand GTX 970 and the guts of a business Dell I got for $80.
Even the cheapest of the refurbs from ME or MCS should be plenty powerful and if they do need more from it down the road the up front savings can be directed to a more specific part. Or if the kids end up fighting over whose turn it is they can buy a whole second computer for the same total.
Don't forget to toss something like TeamViewer on there ahead of time too so you don't have to physically go over there if something gets borked.

1060 is definitely overkill, but it’s a reason for myself to upgrade, a 1060 only goes for $200-250 on Craigslist. I told them to check out some refurb options and go from there. Before we were just basing off new towers and most they showed me priced in the $600 range, so I went on to say for that range I’m sure we can put something together better for similar price.
^ one of my Latitude's magnetic pins died 3 years in but i kept some spare parts...mind you i'm pretty harsh on that one (the chassis made of Mg built to mil-spec) have 4 of them in the household and they're still chugging along ...going NVMe/Thunderbolt 3 in 2015 makes it still very relevant into the near future

all i know is 8GB isn't enough for 6+ chrome tabs esp once you load photos/videos (i've looked into tweaks in the browser/checking for memory leaks etc.)
could you go cheaper than that setup, sure...but i would not recommend desktop memory <16GB these days

I don't use Chrome but there's your problem. I currently have 77 tabs in Firefox, all of my computers regularly have 20+ with 8GB and I've never had issues.
For something that's harder to upgrade like the CPU I can understand spec'ing a little high, but especially when they're on a budget there's not much point in spending money up front on a component that installs in seconds and costs the same either way you buy it if you haven't actually shown a need for it yet.

256 SSD 16 gigs ram and USB C with thunderbolt. He claims its a 7th gen CPU but Lenovo says it's the 6th gen also check if it's a full HD screen. Might be able to get the price lower. I think it may go fast.
Looking into building a new rig with the Ryzen 5 3600x for gaming at 1080p. Is it worth building now, or should I wait for the new 4000 series/AM4+/AM5 sockets?

I had that one too and same issues. Plus was getting 96c junction temp, which was too high for my liking. Exchanged it for gigabyte 2070S gaming OC and not a single issue with it.
Any recommendations for a quiet mechanical tactile keyboard with ten-key for 100% work (i.e. no gaming whatsoever)? Quietness is most important, with feel being secondary.
I am only familiar with MX cherry switches, so assuming Browns are what I am looking for. Not sure if there are other equivalent switches.

plug: can part the evga 1080 ti ftw3 which is still faster than the 5700 xt and 2070 super...ive only turned this system on a handful of times and never overclocked/gamed on it, has warranty and original box

It seems lopsided with a 3900x CPU and an RX580 GPU. I also don't know what's up with the price of the RX 580 it's a $250 card but the price on pc partpicker is $559. I paid $329 at the height of GPU mining. I have that motherboard. the only thing I don't like is the chipset fan gets covered by the GPU. What are you using this for and what's your budget?
