Just got a text this morning about Rogers implementing a new system called "Rogers Phone finder"
Rogers customers, register at: https://www.rogersphonefinder.com/
I tested it out and its pretty accurate.

these phone finders... do they work if someone's ripped the sim out?

Probably not. It tracks the phone with the number you provide.
No sim = no number
It won't work if:
- The phone is off
- The phone is out of battery

But yeah, if your phone gets stolen and for some reason the person that took it doesn't rip out the sim/turn the phone off, you still have a chance I guess.
