Water mass isn't fat mass, there's a difference there. From what I know, creatine transports water into your muscle cells and in that way, it retains your water. Creatine also gives you more energy. Creatine is probably what you would want for cutting, and not for bulking.

^I think that's a huge misconception. I fell for that myself too, until i really thought about it: "It holds water, not fat, how does it make you fat?"
If anything, the body will lose most of that extra water weight after the cycle of creatine, and whatever weight gained is partly muscle and fat.

You would absolutely want it for bulking.
Creatine is a myostatin inhibitor / blocker as well as a energy source.
